The range is a bit shorter (64 compared to 80), and if you order them to shoot at an enemy unit by clicking on them, they will charge after all the soldiers have shot. I think you mean Fire and Advance, which is more useful now when Fire by Rank doesn't exist. When you have researched it, there will be a button available on the infantry toolbar. Fire by Rank has to be researched before you can use it.
